I will quote the explanation someone I know gave on Facebook: It’s been put in place because a British rescue has been bringing dogs in on false papers, unvaccinated, not tested. They have had 24 dogs seized at Calais. One gave birth at the border, which is also illegal to transport dogs and cats in the last trimester. This is the second time they have had dogs seized and the transporter involved is still trying to bring 5 dogs as pets at a time. The risk of rabies is very high.
