Do the signs say "dog foul the area" or "dog foul IN this area"? As my interpretation is that they mean two different things. This first implies leaving waste behind. The 2nd implies fouling but then cleaning up. Obviously it is irrelevant if dogs are not actually allowed in the area. The offence and powers are contained in the Clean Neighbourhoods and Environment Act 2005

Not a social services person, but I would hazard a guess that it may be supply and demand? More people in London, same number of or less care homes than outside London (due to space/housing demand/development etc), and the wages will be higher in London as the cost of living is higher, so that is reflected in the price too.
