Dogs need to be licenced so the council knows who owns a dog and some people excluded from being able to own any animal. Incidentally Ive just been told that a "standing for election member" is up on animal cruelty charges. He has managed to wangle an adjournment until after May 3rd. Its in Bridegend or some where in South Wales.
