The Scottish SPCA has hailed an agreement reached with the RSPCA regarding promotion north of the border as a "major step forwards" for animal welfare.

 

Scottish SPCA Chief Executive Stuart Earley said, "There have been issues between the two charities for generations and we are therefore delighted to have reached agreement through the positive goodwill of all the parties concerned. We are particularly appreciative of the role that the Institute of Fundraising played in this process.

 

"We have signed a joint memorandum of understanding with the RSPCA, which is an entirely separate charity operating in England and Wales, and this should hopefully avoid any future confusion for donors. There will undoubtedly be some teething problems but there is a commitment from both charities to make this work.

 

"The RSPCA's adverts will now explicitly carry the strapline 'the RSPCA helps animals in England and Wales', which will provide donors with a far clearer understanding of where each charity operates.

 

"We have also agreed that any legacies received by the RSPCA made out to the 'Scottish RSPCA' or 'RSPCA Scotland' will come to the Scottish SPCA unless there is a clear intention otherwise.

 

"Most importantly, avoiding any future confusion will be a major step forwards for animal welfare in that people in Scotland will know that they need to call the Scottish SPCA if they find an animal in distress and not waste what might be vital time that could mean life or death for an animal by calling the RSPCA only to be referred back to us."

 

Mr Earley continued, "This agreement is in line with guidelines issued by the Institute of Fundraising which state that charities should be explicitly clear about where they work.

 

"We believe it is of fundamental importance that charitable donors are fully aware not only how but also where their donations will be used so an informed choice can be made.

 

"The issue of cross-border fundraising is not limited to the Scottish SPCA and the RSPCA and has wide-ranging implications for many charities in the UK.

 

"It may be that other charities will now follow suit and ensure that the best possible fundraising practices are in place."

 

RSPCA chief executive Mark Watts said, "Everyone involved in this has taken a positive attitude so we're delighted to have reached agreement. The RSPCA has always wanted to avoid any confusion in people's minds about which charity is operating where and hopefully this agreement will go a long way to ironing out any possible problems.

 

"We want people in Scotland to support the Scottish SPCA. Even more importantly, if there is an animal in distress in Scotland, we want people there to contact the Scottish SPCA because that is the best way to get help.

 

"The RSPCA does its best to avoid advertising in Scotland and we are all aware of the pitfalls and difficulties that sometimes arise from fundraising, but it is very clear that everyone involved in this agreement is committed to making it work.
