Taking from the minutes of our last K9Friends meeting, as the committee members have worked towards getting the ban changed.

 

Item 5 Dog Ban

Hayley, who works for a law firm has been helping along with a paralegal called Salma to try and resolve some of the issues and confusion regarding the recent circular. They met with Adel and Dr Salhil, the guy who wrote the circular and stressed the need for clarification as it is very confusing as sit stands.

 

They agreed not to outright ban these listed dogs, but were adamant that the listed dogs were not to be kept in apartments. That there would be an exemtion process where you have to stisfy certain criteria. You can own more than one of these dogs dogs, providing you adhere to all the conditions.

 

They have drafted an amendment which now shows 2 lists of dogs. List A - dangerous and List B - Snow dogs (includes Husky and Shar Pei). Every dog on these lists should be vaccinated, microchipped, neutered and registered with the municipality, and leashed and wearing a muzzle when in a public area. Dogs on list B all of the above, omitting wearing a muzzle.

 

This order only applies in Dubai. It does not apply to other emirates. Salma is trying to get Huskies etc (snow dogs) banned completely (importing them) as although they agree these dogs are not dangerous they should not be living in the conditions that Dubai offers. Unfortunately it is the Ministry of Environment that sets the rules with dogs coming into the country and the Dubai Government cannot ban these alone.

 

Current owners of listed dogs WILL NOT have their dogs taken off them. If any dog is reported there will be a full inquiry before any dog is taken. The municipality will have specially trained men in charge of dogs who will carry an ID card. If you are stopped when out with your dog, make sure you ask to see their card and take a note of their staff number. Verification can be sought should you want to follow something up. Training is being given for these guys so that they can recognise the listed dogs.

If you want to own a banned dog, then you have to pledge an undertaking that you will abide by the rules and only if these rules are breached would the dog be taken from you.

 

K9 are getting many calls from dog owners saying their landlord is telling them they are not allowed to keep a dog in their apartment anymore. It is only the banned dogs that cannot live in an apartment and the advise K9 is giving is that they have a meeting with the landlord and explain this to them (good luck...) K9 are happy to help by sending a letter explaining this to them too.

 

They hope the new drafts will be ready by the end of the week, honestly I don't see that much change and still an awful lot of problems with this law. The most stupid thing is still that they wont ban the dogs from coming into the country, I mean what's the point then..... Will be interesting to see what the new one is gonna be like, will update as soon as I have it.
