He had his collar off but is chipped. Re the police, it's a lucky dip situation. Some stations are really good at matching their reported lost and found and will go and recover stolen dogs. Others never even try, and will tell finders of dogs that no dogs have been reported missing even when distraught owners have been regularly calling at that very station.
