Ian
Probable lobbying apart, quite why assistance dogs should be treated differently to pets escapes me - surely pets (not just dogs) / owners are just as entitled to walk the streets safely too? There is probably some justification for proposals to change the law but I think there needs to be a clear distinction between those intent on using dogs as weapons, accident with contributory negligence & (largely) blameless / genuine accidents. Sadly I don't entirely have faith in the system to provide it by common sense when I look at some recent cases (human as well as dog related)
